procrastination isn't something in and of itself. it is just an arrow sign pointing elsewhere.
it is pointing to somewhere you don't want to go; it is the unconscious surfacing
and in there is something beautiful; you can turn your fears or demons, indecision or 'laziness' into your best strength
"i keep procrastinating on X' is not a useful sentence. you need to dig deeper, what are you procrastinating on, and why? what emotional trigger is being hit? are you afraid, angry, sad (etc)
talk to it and then befriend it. very quickly it will dissipate and you are free. you will probably also learn something very profound about yourself, if you trust the process :)
